"An ECA Committee set up to be a resource for public agencies and ECA membership alike.  This Committee reviews Standard Specifications and Special Conditions with the intent of providing input to Public Agencies that will result in lower overall costs to the public for projects, and also fostering communications between public works entities and ther general engineering construction industry. "

Dave Weller heads the Spec Committee, which is the ECA’s most influential and far reaching committee in that it affects the policies and requirements set forth by local agencies. This committee bridges the gap between city and county agencies and the Engineering Construction Industry.

It meets regularly at 1000 Apollo Way in the small conference room at monthly intervals or as necessary to discuss current issues brought forth by members and public agencies.
